The "Lower Tier" in network capabilities refers to a level of network functionality specifically related to team leaders or junior personnel. This concept emphasizes the foundational role of various tiers in network architecture, where the Lower Tier typically encompasses essential services and functionalities that support higher-level operations.

In the context of network design, the Lower Tier provides the basic capabilities necessary for effective communication and coordination within a team. It often involves basic networking resources, such as local area networking, fundamental connectivity, and support mechanisms essential for team collaboration.

This understanding is crucial because it establishes a structured approach to network capabilities, ensuring that team leaders and their members have the necessary groundwork to facilitate more complex tasks and operations. In contrast, advanced routing, data encryption guidelines, and video transmission systems would be considered higher-tier functions, focusing on specific advanced technologies rather than the foundational aspects of network organization and team support.
